Department of Transportation and Communications: Arturo Tugade is Duterte's classmate in San Beda College of Law. He was appointed by President Aquino as chief executive officer and president of Clark Development Corp. (CDC). Tugade, who is also from Davao, is the founder of the Perry’s Group of Companies, which has businesses in logistics, farming, fuel distribution, trucking, travel and fashion. (CDC Facebook page)
